The shot count after the hitting play isn't all you changed when you moved the checker back from the 6 to the 9 point. If you compare the resulting positions after the safe play in both cases, you will see that in your variant, even in the best of situations where your opponent is unable to leave your board, you have a stiff, undiversified structure that makes your attack next time less likely to flow smoothly.

XGR++ numbers support this conclusion, giving 39.5 wins for the safe play in the base case, but only 35.5 wins for the safe play in your variant. This is downstream problem is what is swinging the play, not the two extra shots on this turn.
