It's a fuzzy area how one defines a backgame but if you look at this position and see a backgame then you're not seeing how the position is most likely to immediately develop. If we even take the definition off bkgm we have:

A strategy employed by a player who is substantially behind in the race but has two or more anchors in the opponent's home board. The back game player tries to hold both anchors as long as possible and force his opponent to bear in or bear off awkwardly. The idea is to hit a late shot and then contain the hit checker behind a prime.

In our position you've already noted they aren't substantially behind in the race but on top of that the 'backgame player' in this position has no intent whatsoever to hold both of those anchors. Almost immediately they will abandon one to make a better point and be left with either an anchor and the bar point or simply the 20pt anchor a some blots in your inner board. If you play this position out you will see there is no backgame. So the only part of the definition this position fits is they currently have two two anchors in your inner board.
