Well, the playoff will be played online until we get to the semifinal.

Semi final and Final will be played live. Travel expenses and accommodation will be paid by the tournament. (This is part of the reason why Prize money is not high) The date of the play off will be decided by those four unless they can't reach an agreement. The place should be most convenient city for everyone. (If two of semifinalist come from the same city it will be in that city, so that we can cut down travel and accommodation cost.

The playoff is not just a 4 player's tournament, it is more like a "event" where many people come to watch while they are playing local tournament or whatever.
