When a Giant plays under 1.5 is it possible that in order to play so well he must make the same mistakes XG is making, or is it possible that he is really playing better than XG and should have even a lower PR because some of the plays he is making differently are better than XG?

It's certainly possible for a human to play better than XG. But I think you're looking in the wrong place if you're focusing on PR's of 1.5 or lower. A more likely candidate, I think, is a superbackgame in which "God" would assign a PR of (say) 4.0 to the human player and (say) 10.0 to XG, and XG would rate itself as perfect but rate the human player as a 10.0+.
