Spending a lot of time keeping your level is to be expected. If you're working hard at your game, there is going to be a large "boundary" at the edge of your knowledge, consisting of concepts that you understand mostly, but which you have not entirely mastered to the point where they are automatic. As you spend time polishing one area, you may get rusty in another area, so it can feel that you are taking one step forwards in one area only to take one step backwards in another.
I find that it can be helpful in such situations to spend a lot of time on one specific area, to make sure you "lock it down" as much as you can. It can feel wasteful to spend so much time on something that you mostly understand already, when you know there are so many other areas of your game that are desperately weak, but in the long run it is usually well worth the effort to make sure you really master a specific skill, so that it doesn't slip away when you turn your attention to something else. You still may not make measurable progress for a while, but after some time, I predict you will make what seems to be sudden jump to a new level of skill, as you lock down more and more of your boundary.
