If there was no announced provision in place then the TD should say, "OK which one will it be?"

If there was an announced provision to that effect then it is misguided. Draws should be random. A big problem with your suggestion is that "It would not change anyone's chance of getting a first-round bye" is incorrect. For example suppose there are 15 payers in a 16 player bracket.

The chance of a player getting a bye in a random draw is 1/15.

If the player is paired up with someone as you suggest then the chance of a bye is (1/2)(0) + (1/2)(1/7) = 1/14. Everyone might try to get a partner to take advantage of this. But there would be one person left out. That person would have zero chance for a bye.
