I'd play it slow, 13/9 locking up an asset and 16/10. 16/10 9/5* leaves more shots and blots, does not build an asset, and if it succeeds does not do that much because the 2-point has limited value whether or not we add the 5-point.

Maybe hit loose if we have the 3 or 4 instead of the 2.
