I don't think this has to do with tactics, it is just a matter of the differing blocking powers of the play.
Against a checker on the 22, the 9 point is a useful blocking point, against a checker on the 24 not. Also important is the strength of the block you create if you do not get hit and make the 5; if the back checker is on the 24, this block is stronger than it is of the back checker is on the 22, because the made 2-point has blocking power in the one case, and not in the other.
Experiment: move the checkers from the 2-point back to the 4. Now hitting should be clear.
Other experiment: switch the checkers from the 2 point back to the 3, and move the back checker from the 22 to 23. Now hitting should be very clear.
