I think it is important also that the blot will usually not get to safety, so that we will have a second chance to whack it.

And assuming we hit the second blot (B/23* 13/9*), what do we do with the last 2? If 13/11, we have good building power but strip the midpoint and leave the back checker well blocked; if 23/21, we are less likely to make a good homeboard point next. B/23* 23/21 6/4(2) is nice and balanced, keeps a strong mid, and unblocks the back checker.
