I think this probably falls under referee and linesman discretion. I don't know of anything that disallows the action as you mention and have only ever seen one officiating scenario where *interference* by an official had an impact on the outcome of a play - the situation where a puck goes in the net off an official. Beyond that I'm guessing if a linesman knows play must go on (in this sort of case) it may conflict with making sure a player is safe. Floundering around on the ice because of a lost blade probably constitutes a situation where an official does something to help prevent injury.
Although the situation with losing blades does happen on occasion, I don't think it happens enough that it has warranted a serious response from the NHL brass (at least that I am aware of).
I can see why people might have an issue with perceived bias though.
