After 7/1 9/4 blue has more than only doubles to play safe or semi-safe.

{53} plays safe from the 9-point (creating some extra timing for rolling a double)

{43,42,32} are semi-safe.

If we add the doubles there are 13/36 (semi-)safe moves.

I think paying later is correct here.
