I would play 7/1, doing the hardest thing first (more hits next turn after covering now than covers after hitting now; that is also the case if you look at sequences rather single numbers).

Then for the one, it seems like 15/14 is stepping out of direct contact from the 21, so less returns if we get hit there. Between 22/21 and 21/20 I like the latter, because we do not want an extra anchor tying down checkers while ahead in the race, we want flexibility and mobility. But 22/21 instead of 21/20 could be right.

If 15/14 is right, that would surprise me; and if 15/9* is right, that would shock me.
