Bear-in vs disconnected anchors - OTB & RO

Suppose you could play 13/8 without the 4. How does that compare to 13/4? If that is a big enough difference then the cost of the 11 shots is balanced by the effect of having a checker where you want it in addition to immediate tactical considerations.
