PUZZLE: Unluckiest snake eyes

It is an old puzzle to construct the all-time unluckiest roll. One candidate may be viewed here. As I've heard the puzzle stated, you're free to pick whatever dice you want.
Recently on rec.games.backgammon, Bradley Sherman asked for the unluckiest possible 11. To set some ground rules:
1. Unlimited game, no Jacoby, luck measured in EMG.
2. Player on roll should not have just incorrectly failed to double.
To kick things off, below is the first candidate I came up with, where I think the 11 loses over 1.7 units of EMG (it's D/P after the roll). Can you do better?
