OK.. when a knife fight is the last solution offered, maybe that indicates that there is no general consensus on tiebreakers!
Anyway, thanks to those that contributed. FWIW I'll offer my own suggestions:
Each group could be doubled in size - from 9 to 18 participants each. I think this would make differences of results more granular and help avoid collisions of score.
Of course, this would also have the side-effect of each round-robin group taking much longer to complete :( but probably less tie-breakers :)
Alternatively, I prefer some derivation of the Buchholz system (the sum of the scores of each of the opponents of a player decides i.e. if you beat harder opponents, rather than easier opponents, you get ranked higher). I believe this is something like the system used by FIBSleague - it works very well.
