USBGF and the rules business

It was clearly a big improvement letting members discuss and vote. That said, there was not to my knowledge a member vote as to whether the USBGF should be in the rules business in the first place.

The shorter ruleset was also a huge improvement. If people preferred long rulesets over short ones, we'd be begging the IRS to triple the size of the tax code.
