I would love to see petition recognition. If 50 (or whatever) members want a rule put to a vote, then put the rule to a vote, with a waiting period before bringing it up for a vote again. Even if it's only a nonbonding referendum.

A perfect time for voting would be when board seats are voted upon. Oh, and don't forget voter I.D.
