I have a heuristic based on observation for TGs that you might find useful: The majority of TGs degrade to D/Ps when things don't work as expected. Very few degrade to D/T whereas it's rare to degrade to ND/T (but still favorite to win).

This one has a minimum of 6/36 chance (16.6%) (with rolls like 33,61,64,44) +other sequences, not only to degrade to ND/T but to even a losing game. Therefore it can't be TG.
