Yes, these are exact calculations, to the precision of floating point math (about 16 decimal digits).

Can the same measures be obtained from Sconyers's program?

I expect so, though I haven't checked.

Have you surveyed every possible position with all 21 dice rolls to determine the greatest joker, anti-joker and play error?

Yes, I checked the equity of every possible (reachable) position in hypergammon, with every possible dice roll.

Or are these the best that you and Bob Koca have invented, leaving open the possibility that they could be bettered?

The only chance they could be bettered is if I made a programming error. (I don't want to guess the probability of that!)
