For lowest wastage:

(a) 3 checkers - I'd just simulate high triangle structure which is best for bigger amount of checkers, so put 2 guys on the 6pt and 1 on the 5pt;

That's not it, but it's not terrible.

(b) 2 checkers - my guess would be something between 6+5pt and 5+2pt since I want to sometimes bear off in 1 non double roll as failing to do so often results in a lone checker pushed to the low pts. and that produces a lot of wastage. Let's try something like 5+4pt;

You've got the right idea that it is good to have lots of numbers that bear off in one roll.

(c) 1 checker - I'd put him on the 7 or 6pt. - again to make a lot of big non double rolls good, while not making too much of the low non double rolls bad (a bad roll would push the checker to a low point, where it will produce a lot of wastage on the follow-up)
