I had the same confusion (probably because other events had done it this way). Rick Barabino thought it was Clocks on Request when I had my match with him. I wanted to use a clock but gave him the choice and he elected to not play with a clock since I had thought that was the policy. That was probably what got him confused for your match.
Lynn informed me that the Main event was indeed Clocks on Request, and it was stated as such in the tournament brochure.
I am happy to say that I am seeing more and more players owning clocks and playing with clocks. And while unfamiliarity is still a challenge, I have yet to hear anyone complain after a match that playing with a clock was itself a bad experience.
Arkady Tsinis lost his Consolation match to Carter on time, so he was probably not too happy with the result, but apparently he was the one that suggested the clock at the beginning of the match. I was awaiting the winner of that match and Carter told me that Arkady simply was not paying attention to the time and it ran out as he was thinking long about a tough play. He was ahead in the match at the time.
Stick wins the UBK award for running his clock down to 1 second towards the end of the last game of his match against me. But an asterisk is required on that note in the record books. With 9 checkers left in the bearoff to my 3, he thought long and hard on how to play his forced move in the gin position and alas, he timed out as well.
