After pondering this more I think you may have more-or-less answered the question. 24/18*/13 is the "normal" play here, partly because it wins significantly more games. 13/8 10/4 is the aberration; since ATS you really want to cube next turn, you have to play so as not to lose your double. If it's not that close to a cube for money then the checker play is not distorted for money either.
