I can't understand why any player enjoys entering a tournament and subjecting himself, year after year, to being put in the position of having to guess at what the rules really are, how they might be enforced at that particular tournament, and how he and his opponent are supposed to enforce the rules on each other when questions arise.

Because rulings rarely come up that inflict any real pain on a player so for the most part we aren't bothered with them. I can't think of one incident I've had personally in any tournament where there has been a ruling or the rules affected me in an adverse way where they weren't clear about a situation.
