In the original position, the opponent is not threatening to build a strong prime. Playing safe, even by building an anchor on the 2pt, leaves Blue free to develop his midpoint in the follow up. In your variation, White’s prime could come together quickly. Blue cannot afford to wait. He must bid for the best advanced anchor he can get, and so he makes the triple split. This reasoning is analogous to that which explains why splitting against an opening 31P is so important compared, say, to splitting against an opening 53P or 62P.
