Rating of bot that didn't cube

I used to play on fibs a great deal. There were (still?) a group of bots that all played at the same level - I think they were all gnu bots. There was one, however, that did not give any initial cubes though it made the "correct" take/pass decision. Even when a 90% favorite in a race it would refrain from cubing. This bot had a rating that was, on average, 100 points lower than the other bots that, purportedly, played with the same AI.

If one knew what the total equity lost due to missed cubes versus the total lost equity I suppose one could determine if there should be a distinction, given the rating difference.
