In the context of considering match score plays I think ULG should ideally not apply to the Jacoby rule (nor beavers) as this would be effectively equivalent to a symetrical score in a very long match. However, as most match score checker plays considerations relate to the early and middle game, Jacoby is unlikely to have a significant effect.

Incidentally, perhaps I should have made clear that the definitions of GG+ and GS+ relate to centred cube positions. Where the cube is turned, other critical scores would apply, but these are harder to generalise.

There was a typo in note (2). I should have written "(but not always)" rather than "(but always)".
