It looks like the key here is for Blue to make an advanced anchor. That’s the best way to defend against White’s four-point block. As things stand, Blue is not anywhere near wanting to play a backgame. He wants to make an anchor.
Since White is stripped up front, Blue can split off both his anchors. Given time to consider, I would play 23/21, 22/16.
Whether I would would find this over the board is a big question. Perhaps I would pause, but then decide that the double hit cannot be wrong by much.
