Recorded Matches...the real issue.

Hello,
First let us clarify...
This is not about STREAMED matches, this is about matches that are recorded by an individual for their own use.
Streaming is a different animal. Streamed matches get transcribed immediately by the amazingly hard working Stream Team.(I love you guys!)When I have had a match recorded, I offered to transcribe the match myself,
thereby removing the work that has to be done by the person who lugged the equipment and took the recording.
I made sure I completed that particular transcription as soon as possible.
It is wise to carry around a flash drive for the ease of transferring files into your possesion.But, there is a bigger issue at hand.
If somebody records a match and then refuses to send said match/es to the individuals involved, this becomes an issue.
This is the topic that needs to be discussed, not whether or not payment should be offered for a transcription.
Just transcribe your own "recorded" match.
That should be payment enough.Back to the real issue:
Most tournament brochures include such language which states that if a match is recorded, it must be shared w/ the opponant, but not necessarily shared with the world,
if the person who recorded it does not wish it to be shared. That is fine.
But the match should be sent in a prompt manner (aka IMMEDIATELY) so that the other person can review it while it is still fresh in their mind.
If somebody waits days or weeks to send the match, it becomes old news and then is a waste of time to transcribe and/or review.
I am currently dealing with this issue.
I need to do a transcription, but the person in possession of the video file is ignoring my attempts at acquiring the file.
This person does not have to do the work involved, I am doing it.
I am left making assumptions as to why they will not send the file.This is totally unacceptable behavior in my eyes, but there is nothing I can do about it.
How do we fix this issue?M
