Recorded Matches...the real issue.

Let's say there's a tournament with a recording policy that states that either player may record a match.
If I, as tournament director, believe that a player has a history [of never sharing transcripts], then I would deny his right to record, in spite of the tournament policy.
I don't think this is a good idea. It puts TD in a position of choosing who are the "good guys" and who are the "bad guys," which could create ill-will and compromise TD's position as an impartial judge.
A better solution is to modify the tournament's policy on recording matches. It could say, for example, that the recorded video should be made available to the opponent following the match. (The tournament might even have a computer on hand to ease this process.)
