Does it really need to be transcripts or would just the video file satisfy you?

Video file is fine.

If that is the policy you would actually be using as TD you should write the policy accurately.

Good idea. I'm adding something to the rule set:

Rule Zero: Don't be an asshole.

Recording matches and never providing video files or transcripts is an asshole move. If you're going to be an asshole, then I, as a tournament director, have an obligation to take some measures to stop you.
