I like the 9pt as well. The race is close, so there is no reason to volunteer 19 shots. With a roll of 31, I would make the 5pt. That's a prize I would not pass up. The 4pt is weaker, however, and I do not think making it is worth all the shots.
Along with 13/9, I like moving up to the 21pt. Given his druthers, Blue would rather have his blot on the 21pt than the 22pt. As a bonus, a blot on the 21pt duplicates the 2 that White needs to anchor.

P.S. Regarding Nactation's Convenience Clause, I think we are both comfortable using S for moves like 41S and 52S when they arise on during the first two, three, or four rolls. After that, I drop the Convenience Clause completely, and use Z for any split that plays the smaller die on the far side of the board (with the larger die played from the far side to the outer board on the near side).
