They are all builders that will be used to make points in the inner board. This would be true, even if Blue did not hold his 2pt. Since the 2pt and 8pt cannot be part of the same prime, it is even more true when Blue does hold his 2pt.
Seen in this light, when Blue plays 6/3, the distribution of spares becomes 1:1:3. Making the 5pt makes a valuable point, and provides a better distribution of spares: 2:1:2.
Working against this is the efficiency one sometimes gains by slotting two points when builders are spread out on three or more different points. You can often cover both slots on the next roll. In this position, 1, 2, 3, 4, and, 5 would all be cover numbers, so almost all rolls cover at least one slot, with a large majority covering two.
The double slot, in general, should only be tried when you can reliably predict that shots are not likely to appear on the next roll. Even if things get wonky, and some shots do appear, you can often hit, and then cover one of the slots anyway.

P.S. I'm not sure whether you play without beavers or not. It won't change the rollout results, but I turned them on anyway in the diagram above. Beavers usually go hand-in-hand with the Jacoby Rule.
