I most certainly DID answer the question. You say the first die is NOT flat. Therefore it is cocked. The second one IS flat, therefore it is valid.
The same rules apply one top of checkers as on the surface (with the explicitly stated exception of dimpled checkers). If the angle of the die is 0 degrees, it is flat. Valid. If it is "1 degree, 2 degrees, 3 degrees, ... 45 degrees, or anything in-between", it is NOT flat. Cocked. How is that easier on the surface of the board than it is on a checker?
You are being disingenuous. The answer is clear, and you know it is. I get that you don't like the rule. That's fine. But come up with a realistic argument against it, or let it go.
