Yes, absolutely the extra-offerer remains prohibited from consulting for the rest of the game jo matter what subsequent cube-action occurs. The only two words he gets to say are "Take" or "Drop" when re-cubed. The taker of the extra is betting it's a take against the original opponent. It wouldn't be fair to him to have to factor in the added value of the Box getting consultation later in the game, at a higher cube state.
