Why I voted to Accept the proposed USBGF rules

They're playing under the same set of rules, but with all the different options that tournament directors have, one tournament could be legal moves, clocks preference, dice on checkers. the next is legal moves, clocks mandatory, dice on board. then responsible moves, clocks mandatory, dice on checkers....so on and so on. Where's the consistency that we're talking about? It seems like more than ever people will be trying to figure out which tournaments to go to based on the rules being played. People are never going to agree on every rule, but how about having a set of rules and sticking too them.
