Read this document that was previously posted. In general, it tells you the rationale behind every substantive rule change that was in the first draft Rules submitted for public comment, so that you won't have to do any more wondering on what the rationale is for this or any other rule change. It specifically tells you what the actual problem was that motivated the dice-on-checker rule change, and the alternative solution considered,so you won't have to assume that rules are being introduced arbitrarily to solve non-existing problems.
