Why is that the only solution?

I can think of several, one of which they already adopt: a longer than standard delay setting. Others could be adopting the EUBGF rule for pausing or resetting the delay; they might invest in thicker chequers, or even new boards; they could allow players to use their own boards, where space permits. Finally, they could apply Baffle Box Preference. Those players who want to avoid all the cocked dice/improper rolling should bring one. Set it up next to the outer boards, and maybe they should allow dice that jump the bar from the BB to stand, if that's a problem.
