The doubling window is a "last roll" doubling window: if you either win or lose on your roll (counting as a loss when your opponent is gin if he gets to rolls), it gives the percentages between which the position is a correct double take. This depends on the score and the size of the cube alone.
If the position is not a last roll position, it gets more complicated, because access to the cube has value, and this value depends on the position. The general impact of this is that you can only double later than indicated by the doubling window (because you give up exclusive cube access to your opponent, and you give up your own access) and that your opponent can take later (because your opponent gets exclusive cube access).
Hence the "might" in the doubling window formulation. It is closer to the truth the more the position resembles a last roll position.
