I can say from experience that 15 seconds makes a huge difference over 12 seconds for getting a good shake, rolling, making the move and punching the clock within the delay time a great majority of the time.
That is my feeling, too, although I've never used 15s/move, only 12s/move. What I have noticed is that sometimes I don't hit the clock before 12s are up even when I haven't thought much about the play. Some thought, yes. Alot, no. I tend to shake longer than most and I NEVER touch the dice before my opp has hit his clock. In fact, except in bearoffs, I never even reach for the dice until opp has hit his clock.
Unless you're Bob K. :), very few people wait until their free time is down to zero before hitting the clock. E.g. on opening rolls it's roll, move, punch. In bearoffs it roll, move, punch. When closed out on the bar it's punch. So by adding 3s/move you aren't (in reality) adding 3s X number of moves to the total match duration.
