While you certainly don't want something that will fall apart after minimal usage, I'm not so sure how critical it is to have a "decent" board. When I was in college, everyone played, and most people had rather crappy boards and it didn't matter - they functioned.

In my opinion, the best approach is to determine a workable student budget and find the best board that can be obtained in volume within or at least close to budget. Perhaps line up deals for higher quality sets like those you've found for anyone who is interested in an upgrade. Perhaps allow people to "trade up", so that if they bought the $25 board and now want the $40 board, they can pay say $20 for the better board. Then you can offer the used board to the next student for $20. I think it is important that this important program be designed to be close to self sustaining. Otherwise, it will be hard for it to scale up, which is the goal.

With a quick online search, there seem to be options in the $20-$25 range. Obviously durability of construction can't be judged from a picture.
