I agree with Sam here. If the rule's intent were that lifting the dice would condone an illegal play, then the rule would not need to bother saying anything about rolling. And nothing precludes an illegal play being corrected without the dice on the table. It is done that way without clocks.

It is very simple. If the players cannot agree on the dice roll, the director rules against the player that destroyed the evidence by lifting the dice and then he gets to decide whether or not to condone or require correction given that roll.
