Looks to me Daniel's interpretation is correct - the rules state what you should do in case you spot an illegal play and want to question it. It does not say you can pick up the dice and question it. The 'condoning' part can be read in two ways, but only one is consistent with the rest.

Steve is correct when he mentioned that if you did not roll, you have not gained an unfair advantage, I think this rule is written as it is to prevent plays to be questioned after the evidence is gone. That is practical.

The 'condoning part' of the rule could use tighter language by eliminating any text after the picking up of the dice.

As to legal moves - that is an agreement between the players, right, and not a tournament rule? OK, you'd first need to establish whether both agree that they agreed to legal moves; then you need to establish whether both agree that an illegal move was made; if they do, the move should be replayed legally. After rolling, this should not be possible anymore, because you'd have a free shot. If anywhere in the above the players do not agree, then the ruling would be as without the legal moves agreement.
