It is a long time since I played life BG. From my last tournament about 10 years ago, I remember playing someone who was fast rolling (it was without clock). Actually I was playing quite fast - so that was not the reason.

First two or three times I did not say anything (my opponent seemed not to be too experienced); then I explained to him that I did not want to be fussy, but that he should roll after I finished the move, and also explained him the consequences if he did not - that it could cost him against some players. After that I just scooped up the dice before they come to a stop if he rolled prematurely (I know some don't like that, but I think it is preferable to letting them come to a rest and have someone re-roll, say a 66 in a race because I was thinking about some ace or so - that would seem like taking a free shot. If both do not know what the roll is, no reason to object against re-rolling).

I would not say that accepting a violation of protocol a few times means that you are condoning it forever. What you describe is actually what happens often - in the beginning you don't want to make a fuss, but then it happens more often, and you want to say something about it to prevent later issues when it really counts.

Probably you need to say something early on in a gentle way, just to prevent issues later in the match.
