I think the concept works differently in different cases. The penalty for fast-rolling is nullification of the roll. Therefore, there is the opportunity to take a shot against a habitual fast-roller by waiting until a joker comes up to invoke the rule. While some people don't have a problem with this because the guy shouldn't be fast-rolling in the first place, I think this sort of thing is cheap.
The fast-grab is different because there's not really a penalty other than "don't do that." So if you don't object the first 10 times your opponent does it and then you finally say something, it's not like you're getting to do anything comparable to nullifying a joker. You're not gaining any advantage by objecting to the fast-grab at that particular moment, so I don't really see an argument that you've waived your right to object by not bringing it up the first few times.
