This, by the way, is one of the many things I believe needs to be written into the rules or into a guideline for application of the rules

That sounds like a call for finely tuned rules delimiting the right of the nonoffending player to enforce rules against the offender. Difficult and fruitless.

Don't fast roll. You may be called on it and penalized. Don't fast grab. You may be called on it and penalized. Much simpler.
