Dilemma?

I think that during this transition period in which people are becoming familiar, it is even more important to explain the rules, the etiquette and the good sportsmanship of clock play to people who might not be familiar. Nothing should be ignored because it does reinforce bad habits.
It is all in the presentation. Think of yourself as a mentor rather than as a traffic cop. I might even begin the match asking people about their prior experience playing with a clock and tell them to feel free to ask questions at any time if they are unsure. Don't "warn" people the first time, educate them with a smile, and keep reminding them in a friendly manner until they get it. If someone is clearly inexperienced and doing things like obviously rushing, or using up their entire delay shaking their dice, I might explain to them how to better manage themselves with a clock. Obviously this patience and help all depends upon their reaction and whether they seem appreciative for the help and apologetic for the infractions. When a situation occurs where it is clear that the use of a clock did or could have avoided a problem, I might point it out to the person. It helps them to gain an appreciation for the benefits of clock play.
