If you really have a situation where two players cannot come to terms with each other, about the effect of "vigorous", then call the director over, show him the shake and ask: Is this good enough?

So, the omniscient director knows how to interpret the vague rule? That's about half the problem. It's hard for directors to enforce a rule when even they must be called upon to guess what the rule means.

"Distance" above the board is difficult to interpret/enforce. There is no ruler (meter stick) attached to a dicecup. But something like "a minimum of three up and down shakes" or for the more scientifically motivated "a minimum of three shakes parallel to the axis of the dice cup cylinder, each of which involves the dice striking both the bottom of the dicecup and the hand covering the dicecup opening" should be clear enough for any metrologically challenged dufus to understand and comply to.
