Maybe that would work, but it would be a departure from the traditional rule. It might be even harder to get players to change to this new rule.

And, while it might reduce the number of problem situations (though it's not clear to me it would), you would still have to decide how much a die can be tilted before it is considered doubtful ... 30 degrees? 40 degrees? 43 degrees?
