I hear this too. I think it has something to do with a psychological desire to preserve a last-ditch chance in the worst case, if at all possible.

I see the same sort of psychology operating in containment games (of the sort that can arise 5 to 10 rolls before the position you posted). I see people being inordinately concerned with blocking 66, or keeping a single checker way back in the opponent's home board. Of course, blocking 66 is sometimes the deciding factor between the top two plays, and sometimes it's right to keep a single checker far back, but I definitely see people putting an enormous amount of weight on these two considerations, to the exclusion of other considerations. Again, I think the reason is that they are overly concerned with "staying in the game until the end," and this leads them to sacrifice overall winning chances.
