My two cents on the topic.
The quotation you cite specifically dealt with the Dual-Duel tournament in San Antonio. All stated provisions regarding making public the match files of all recorded matches from that event -- streamed or not -- have been fulfilled.
It is my opinion, as stated by others here, that streamed matches from any tournament are in the public domain and anyone wishing to do so can generate a match file at will. By allowing his/her match to be streamed, a player, in my opinion, recognizes and acknowledges the public nature of the broadcast and/or the recording.
I think it a matter of courtesy to notify players of the existence of such match files and provide them links thereto. Should a player object to such a file, I, personally, to the extent of any authority and/or control I might have, would remove the file.
The several published statements relating to streamed and/or recorded matches that I have made resulted from two issues: 1) an assurance that I would not try to commercially capitalize on any recorded match, and 2) to ensure both participants of a recorded match receive a copy of the match. (There have been claims by various parties over the years that they've not received their own match files recorded by others. I think this highly inappropriate and added wording to the Texas Backgammon Championships Tournament Conditions in an attempt to preclude the malpractice.)
Further, I think all of us seek only to grow the game by making match recordings (video and computer files) available to all interested parties for enjoyment and for study. I do think this should always be a constructive, educational, and courteous exercise to those ends -- and should not be used to embarrass or demean any players. As an example, if someone racks up a 25 PR in a match I don't think it particularly constructive or beneficial that it should be posted and the player potentially subjected to ridicule.
